During the depression in the Bay of Bengal, the wind blew away all the hoardings.
Assumptions:
1. The wind was fast.
2. The hoardings were not fixed properly.

Solution

The wind blew away all the hoardings. Either the wind was too fast , because of which hoardings fell off. Or , they were not fixed properly and they fell off.

So , the answer would be option b)Either 1 or 2 is implicit.
