The pattern followed is that $$a*b=a\times b+(a-b)^2$$
Eg : $$5*3=5\times3+(5-3)^2=15+4=19$$
and $$8*5=8\times5+(8-5)^2=40+9=49$$
Similarly, $$6*4=6\times4+(6-4)^2=24+4=28$$
