Let the number be x.
ATQ,
60%x - 20%x = 120
40%x = 120
x = 120 $$\times \frac{120}{40} \times 100$$ = 300
28% of the number = 300 $$\times \frac{28}{100}$$ = 84
$$33\frac{1}{3}\%$$ of the number = 300 $$\times \frac{1}{3}$$ = 100
28% of the number is less than $$33\frac{1}{3}\%$$ of the number = 100 - 84 = 16
