Let the total capacity of the tank be 36 units
Efficiency of Pipe X = 36/12 = 3 units per hour
Efficiency of Pipe Y = 36/36 = 1 unit per hour
Total efficiency of both the pipes = 4 units per hour
One-third capacity of the tank $$= \dfrac{1}{3}\times36 = 12$$ units
Then, 12 units can be filled in 12/4 = 3 hours
